NDCA Rule Book Changes Log - July 2023

I.G. (July 2023)
Changes to this rule were originally approved by the Executive Committee in February of 2023.  It was ratified at the July 2023 meetings.
NDCA & RECOGNIZED PROFESSIONAL ORGANIZATIONS - OFFICIALS
Adjudicators, Scrutineers, and other Officials, and other professionals, to include but not limited to MC's, Music Directors, Registrars, Competition Organizers, dancers, etc, who choose to register with the NDCA are not permitted to officiate at or organize any Championship, Multi-Day Competition, or Local One-Day Event that is not sanctioned by the NDCA or any other NDCA recognized organization(s).

III.C.3..a. (July 2023)
This rule regarding syllabus/invigilation requirements was amended:
The Competition Organizer has the responsibility to inform all competitors of the rules under which their competitions will be conducted. Syllabus and/or Costuming requirements must be spelled out correctly and completely on the appropriate entry forms. When syllabus competitions are held the organizer must use the following: (1) for International Style competitions the NDCA APPROVED FIGURES, ELEMENTS AND RESTRICTIONS (Bronze, Silver and Gold Levels) - Appendix 1. (2) for American Style Bronze and Silver competitions - the NDCA APPROVED FIGURES, ELEMENTS AND RESTRICTIONS (Bronze and Silver Levels) - Appendix 1, and (3) for American Style Gold and above competitions that are not listed in Appendix 1 - any or all of the approved American Style Syllabi of member organizations of the NDCA and/or the official NDCA American Style Syllabus. 
The Competition Organizer must also notate this information correctly in the appropriate entry forms.

III.C.8. (July 2023)
This new rule pertaining to invigilation was added:
Organizers will provide a printed copy of NDCA APPROVED FIGURES, ELEMENTS AND RESTRICTIONS for use by the invigilator(s).

III.D.1.a.(1). (July 2023)
This rule had been changed at the January 2023 Board of Governors meeting.  When the minutes from that meeting were approved in the July 2023 meeting this rule came into effect.  The updated text is as follows:
The organizer shall be penalized $200 per couple for every round of every event taking the floor after 1:00 a.m.  This penalty will be imposed by the NDCA and distributed to the couples impacted.

III.D.17. (July 2023)
This rule was amended:
No smoking or vaping will be allowed in the ballroom or any designated competitor assembly area at any time.

VI.D.1.a. - VI.D.1.b. - and VI.D.1.c. (July 2023)
The following text was removed from these three rules that pertain to Amateur couples eligibility to compete in the U.S. National Amateur DanceSport Championships due to the nomination process described in this portion of the rules no longer being used around the world.
and neither member of the partnership has been nominated by a national organization to represent another country in the previous 12 months.

X.D.1.a.(1).(d). (July 2023)
This rule for Pre-Teen boys was amended:
Satin stripes are allowed One satin stripe (no wider than 1") is allowed on the outside of each leg, and a satin waistband is allowed if it is sewn as part of the trousers.

X.D.1.b.(3).(f). (July 2023)
This rule for Pre-Teen girls was amended:
Piping is allowed provided it is no larger than 1/8 of an inch across

X.D.1.d. (July 2023)
This rule was added for Pre-Teen competitors:
Sponsor logos are allowed on Pre-Teen costumes.

X.D.2. (July 2023)
This rule was added for costume checks for Pre-Teen attire:
Any sanctioned event that includes a full day of Pre-Teen, Junior, and Youth Divisions shall be required to have at least 1 designated "Costume Check" person in the on-deck area at all times where regulation costume divisions are danced. A copy of the required NDCA costume rules should be provided to the Costume Check person by the organizer.

I.C.4.c. (January 2023)
This rule, which pertained to a “Certified Dance Teacher” was removed:
Dance teachers registered in the 'Certified Dance Teacher'  category may advertise their registration in the following manner "Registered with the National Dance Council of America  as a certified dance teacher".

I.F. (January 2023)
This rule, which included an implied reference to “Certified Dance Teacher” was changed:
The rules enumerated herein governing the conduct of NDCA sanctioned Events, Competitions and Championships shall apply to Competition Organizers, Competitors, Pro/Am Student Competitors, Teachers, Chairmen of Adjudicators, Adjudicators, Scrutineers, Music Directors, Registrars, Masters of Ceremonies, and all other NDCA licensees who participate in NDCA sanctioned events.

III.A.9.f. (January 2023)
This was added as a new moratorium rule:
NORTHERN/MIDWESTERN STATES of Indiana, Illinois, Michigan, Minnesota, Missouri, and Wisconsin

III.B.1.h. (January 2023)
This rule pertaining to invigilators was changed.
Two registered invigilators will be required whenever there are two floors being utilized that require invigilation, as well as any event session with more then 2,000 entries per day.

III.B.6. (January 2023)
This rule, which requires organizers to post judges and officials on their websites, was changed.
The proposed list of all officials must be posted on the competition website at least sixty thirty days prior to the competition.

III.C.8. (January 2023)
This rule, which requires organizers to post judges and officials on their websites, was changed.

This rule, which pertains to eligibility of professional couples to dance in a closed U.S. National Championship, was changed:
Properly registered Professional Competitors Couples are eligible to dance in any closed professional championship of the United States Ballroom Championships provided they have competed in a minimum of two NDCA sanctioned Competitions in the previous twelve months.  Pro-rated variances for partnerships that have not existed for a full twelve months will be addressed by the NDCA Ballroom Department Committee.  In addition each couple must and if they fulfill one of the following criteria:
